"This is historic," said COP28 President Sultan Al Jaber during a news conference after global delegates formally adopted a climate damage fund that was decades in the making. Several countries pledged millions of dollars to the fund, which will help nations hit hardest by the climate crisis. It's an early success on the first day of talks that allows more time to discuss the thorny issues around slashing fossil fuels. But the United States is receiving criticism over the amount it is contributing to the fund – less than a fifth of the United Arab Emirates' contribution and 14 times less than the European Union's. Circular economy in construction, circular construction strategies and end-of-life reuse in construction should guide material choices, supported by environmental product declarations (EPDs), sustainable material specification and low embodied carbon materials to cut the carbon footprint of construction. Eco-design for buildings, low carbon design and resource efficiency in construction are now baseline for energy-efficient buildings, green construction and eco-friendly construction.

Reliable clean baseload can accelerate decarbonising the built environment, enable net zero carbon buildings and net zero whole life carbon pathways, support carbon neutral construction and deliver measurable carbon footprint reduction with renewable building materials and green building materials in low carbon building programmes.
