The proposed desalination facility would produce 100 million gallons of potable water per day, twice as much as the largest desalination plant in the nation currently—which is located in San Diego and produces enough to supply some 400,000 households.
In May, the Nueces River Authority announced a partnership with Israeli desalination giant IDE Technologies, which described the Harbor Island plant as the largest seawater desalination project in the Western Hemisphere. The partnership with IDE Technologies marks the strongest sign yet that the landmark project could become a reality. It also means future Texans might pay a foreign company for water.
“They need authority to sell water in Texas and we are that authority,” said the river authority’s John Byrum in an interview. “We’re going to make sure there is some downward pricing pressure.”

Low‑carbon construction in the UK is entering a decisive phase as the new Net Zero Carbon Buildings Standard is applied to live projects, providing a practical benchmark for whole life carbon performance. Developers are confronting the gap between design ambition and delivery, intensifying demand for reliable data to support whole life carbon assessment and lifecycle assessment. Consistency in evaluating embodied carbon in materials has become central to sustainable building design, shaping procurement and lifecycle cost analysis across the supply chain.
Manufacturers are accelerating their transition to low carbon construction materials to comply with the Future Homes Standard, while adoption of eco‑design for buildings and sustainable construction frameworks such as BREEAM and BREEAM v7 is expanding. Energy policy continues to reinforce this transformation, with new renewables investment reducing the carbon footprint of construction and supporting net zero whole life carbon outcomes on site.
Waste management progress is lagging. Defra’s own modelling shows shortfalls in achieving circular economy and circular construction strategies, leaving the construction sector responsible for the majority of England’s residual waste. Stronger producer responsibility, improved environmental product declarations (EPDs) and greater materials transparency are seen as essential to building lifecycle performance and resource efficiency in construction.
As regulatory pressure intensifies, sustainable building practices are converging with financial and reputational risk management. The sector is moving towards fully quantified, carbon‑neutral construction informed by life cycle cost thinking in construction and green construction standards. Sustainable material specification, renewable building materials and low embodied carbon materials define competitive advantage. Sustainable architecture and sustainable urban development are no longer discretionary choices but the baseline for environmental sustainability in construction and genuine decarbonising of the built environment.
