The first group of large data centers waiting to get connected to Texas’ grid won’t move forward in the process until mid-December, grid officials say.
Electric Reliability Council of Texas staff needs to weigh the first 300 projects, 90 percent of which are data centers, in “Batch Zero,” and put together a community impact review as directed by Gov. Greg Abbott last month. Any data centers that don’t respond or don’t pass the verification process will be disqualified from Batch Zero, which was created earlier this year to refine how ERCOT studies the 1,800 projects now waiting for grid connection.
The same day Abbott announced plans to audit prospective data centers, ERCOT said it would pause its Batch Zero study process and work with the Public Utility Commission of Texas to carry out the governor’s request. The grid operator later said no large data centers would be approved to come online in Texas until after the November midterm elections.
Texas state leaders, like Abbott, have switched from courting data centers to implementing new guidelines on the industry months later as the expansive rollout has heavily impacted the grid and rural communities. Constituents and politicians alike have said the issue will influence voter turnout.

The UK Climate Change Committee’s latest warning that net zero carbon ambitions are outpacing delivery programmes is a direct challenge to sustainable construction. For the built environment, the gap is not abstract: decarbonising heat, electrifying power-intensive sites, cutting embodied carbon in materials and proving whole life carbon performance all depend on clearer policy, stronger procurement and more reliable clean energy supply.
Analysis of the next Contracts for Difference auction suggests cheaper clean electricity could reduce wholesale power costs and deliver £11bn in net savings by 2050. That strengthens the case for low carbon design, electrified plant, heat pumps, low carbon construction materials and net zero carbon buildings. The RE100 warning that corporate demand for renewable power is already pressing against supply constraints exposes a core risk for environmental sustainability in construction: green construction cannot rely on abundant clean electricity unless grid capacity, renewable generation and procurement mechanisms keep pace.
Operational performance is becoming central to sustainable building design. Digitally monitored pumps, heating, cooling and water systems are no longer minor facilities-management concerns; they are essential to energy-efficient buildings, building lifecycle performance and carbon footprint reduction. A credible whole life carbon assessment must look beyond design intent to measured operation, life cycle cost, lifecycle assessment and the environmental impact of construction across use, maintenance and replacement cycles.
The post-Grenfell safety debate remains inseparable from sustainability. Durable, low embodied carbon materials, green building products and renewable building materials cannot support sustainable architecture if product choices, installation quality and accountability are weak. Environmental product declarations (EPDs), sustainable material specification and a robust golden thread are now part of responsible eco-design for buildings, not optional compliance paperwork. Net zero whole life carbon requires both carbon reduction and demonstrable safety.
The opening of £1.4bn in Rolls-Royce SMR supplier contracts signals a wider shift towards low-carbon infrastructure and domestic capability. For construction firms, this creates opportunities in green infrastructure, resource efficiency in construction and carbon neutral construction, provided skills, procurement and compliance systems can support complex delivery.
The industry’s next phase will be defined by life cycle thinking in construction. Circular economy principles, circular economy in construction, end-of-life reuse in construction and circular construction strategies are moving from aspiration to commercial necessity. BREEAM, BREEAM v7 and similar frameworks will matter most where they drive genuine whole life carbon, lower carbon footprint of construction and verifiable low-impact construction, rather than box-ticking. Net zero will only become buildable when sustainable building practices connect design, materials, energy, safety and long-term performance.
