The deep landslides beneath the multimillion-dollar homes in Rancho Palos Verdes moved at an almost glacial pace, until they didn't. This affluent coastal city in Southern California, around 30 miles south of Los Angeles, has long enticed people with its Pacific Ocean views and lush greenery. But it sits atop a complex of slow-moving landslides that have been active since the 1950s, causing the land to shift by roughly a few feet a year. Recently, after intense winter rain, the pace and scale of movement has increased. Last weekend, a drastic acceleration brought devastating consequences. Homes now lie sprawled unevenly across distorted ground, roads have buckled and power has been shut off to more than 200 households. Landslides destroy homes, take lives and leave communities fearing for their future. But scientists warn they are set to become more frequent as the climate crisis fuels heavier rainfall and more powerful storms, reshaping landscapes. Accelerating climate risks are reshaping design practice. Rising sea levels and the UK’s shift between extreme rainfall and heatwaves are forcing urgent reassessment of sustainable building design, drainage strategies and site selection. Low carbon design decisions must now include elevation, adaptation and, where required, managed retreat. Retrofitting to mitigate overheating, damp and drainage deficiencies has become essential across both new and existing low carbon buildings. The emphasis on Life Cycle Cost, building lifecycle performance and end‑of‑life reuse in construction is increasing as part of modern sustainable building practices.

Market evidence confirms the transformation. RICS data points to ESG performance driving asset valuation, particularly in net zero carbon buildings and carbon neutral construction portfolios. Predictive digital tools and AI‑driven maintenance are improving operational carbon outcomes, while circular economy in construction models are scaling through city partnerships focused on affordable housing retrofits. The integration of eco-design for buildings, circular construction strategies and green building materials demonstrates progress toward net zero whole life carbon delivery.

The transition from aspiration to implementation signals a decisive phase for sustainable construction. Achievement of net zero carbon targets now depends on applying life cycle thinking in construction, verifying Whole Life Carbon in materials through environmental product declarations (EPDs) and adopting resource efficiency in construction as a financial as well as environmental imperative. Net zero carbon buildings will define the credibility of decarbonising the built environment in the decade ahead.
