The Corpus Christi City Council voted 6-2 to call a special election on a contentious petition after years of growing tensions over industrial water use. Residents had pushed for limits on water use by refineries and chemical plants while reservoirs plunged from 30 percent full in March of 2024 to less than eight percent this May. As the city came perilously close to running out of water, activists began circulating a petition for the Fair Water Amendment, which would add millions of dollars in fees during drought to the region’s largest water users. Dozens of volunteers and paid canvassers spent months gathering signatures to get the referendum on the ballot. “Something that seemed impossible gave me hope in our democracy,” said Miriam Guerra-Rachidy, a member of For the Greater Good. “It gave me hope in believing that the people can make a difference.” The Fair Water Amendment would raise water rates for Corpus Christi’s largest industrial users by 70 percent when reservoirs fall below 30 percent capacity.
