Over 20 states, including North Carolina, New York, California and Pennsylvania, as well as several cities, are suing the U.S. Environmental Protection Agency over its repeal of most greenhouse gas emissions standards for coal-and natural gas-fired power plants. The agency’s proposal would also hinder future administrations from reinstating the rule. The state attorneys general, all of them Democrats, filed the lawsuit Oct. 1 in the U.S. Court of Appeals for the District of Columbia. The plaintiffs are asking the court to review the proposed rescission. Low-carbon cement is moving closer to industrial relevance as Reclinker raises £10m to scale a cement-recycling process claiming emissions cuts of around 50%. The advance strengthens the case for low carbon construction materials, blended cements and sustainable material specification that reduce clinker dependence, one of the largest sources of embodied carbon in materials and a major driver of the carbon footprint of construction.

For developers targeting net zero carbon buildings, the priority is shifting from headline product claims to whole life carbon, whole life carbon assessment and lifecycle assessment. Materials that cut embodied carbon while fitting existing supply chains can improve building lifecycle performance, support life cycle cost decisions and make low carbon design commercially viable at scale. This is where green building materials, environmental product declarations (EPDs) and transparent performance data will decide which innovations move from pilot schemes into mainstream sustainable construction.

Political uncertainty is creating risk for environmental sustainability in construction. Proposals to weaken net zero carbon rules, scrap extended producer responsibility for packaging and abolish the Environment Agency would unsettle investment in the circular economy, circular economy in construction, end-of-life reuse in construction and circular construction strategies. Decarbonising the built environment depends on stable regulation as much as new chemistry, particularly for manufacturers investing in low embodied carbon materials, green building products and carbon footprint reduction.

England’s dry September, with rainfall at 65% of average and reservoirs under pressure, underlines the need for sustainable building design that addresses water scarcity, heat, flood risk and resource efficiency in construction. Sustainable architecture, eco-design for buildings and energy-efficient buildings must now be judged against resilience as well as net zero whole life carbon. Standards such as BREEAM and BREEAM v7 are likely to gain greater importance as clients seek credible frameworks for sustainable design, low-impact construction, green infrastructure and long-term environmental impact of construction.

The direction of travel is clear: sustainable building practices, renewable building materials, eco-friendly construction and carbon neutral construction are becoming commercial necessities, not optional branding. The market opportunity lies in low carbon building solutions that combine whole life carbon discipline, circular economy principles and robust life cycle thinking in construction.
