In February 1998, almost a year's worth of rain fell in downtown Los Angeles, as a series of powerful Pacific storms rocked California amid a "Super" El Niño. Deadly landslides struck Southern and Central California, wiping out hillside homes, and powerful waves pounded the state's shoreline. These waves destroyed a large section of the famous Santa Monica Pier and caused widespread coastal flooding in San Francisco Bay communities. Many Californians who experienced that event still consider it to be the benchmark for how a Super El Niño can alter life in their state. Now, with another Super El Niño setting in — this time likely to be the strongest on record — many are calibrating their expectations based on what happened then. The sector’s response now hinges on environmental sustainability in construction, with energy-efficient buildings, low carbon design and sustainable building design treated as base requirements for decarbonising the built environment.

- Analysis that depleted North Sea fields could store green hydrogen points to credible seasonal balancing for a renewables-led grid. The practical read-across for buildings is mass electrification, not hydrogen heating, to deliver net zero carbon buildings and net zero whole life carbon. Operational impacts must be quantified alongside embodied carbon through whole life carbon assessment and lifecycle assessment to cut the carbon footprint of construction and operation.

- A WWF package to remove policy costs from electricity bills and extend clean-energy access to renters strengthens the business case for heat pumps and on-site generation. The shift improves life cycle cost outcomes, advances sustainable construction and sustainable urban development, and supports eco-design for buildings and sustainable building practices that prioritise carbon footprint reduction.

- Retail finance is catching up. A new offer enabling UK households to install rooftop solar with a 25% deposit and repayments over a decade signals rooftop PV moving from aspiration to appliance. This supports low carbon building strategies, building lifecycle performance and life cycle thinking in construction.

- Governance reform matters. Expanded mayoral powers to take over major planning applications could accelerate large schemes and tighten performance expectations. Developers should plan for city-wide requirements on whole life carbon assessment, limits on embodied carbon and embodied carbon in materials, circular economy in construction plans, and demonstrable BREEAM or BREEAM v7 outcomes that track environmental impact of construction.

- Digital practice is maturing. A blueprint to standardise digital twins across transport opens asset-class interoperability, enabling verifiable whole life carbon data, robust lifecycle assessment across portfolios, and better resource efficiency in construction. Integration with environmental product declarations (EPDs) will aid sustainable material specification and procurement of low embodied carbon materials and green building products.

- Delivery on the ground is scaling. England’s largest Passivhaus schools, serving more than 1,300 pupils, show eco-friendly construction and green construction can achieve ultra‑low energy use at scale. Specifications now credibly include low carbon construction materials, renewable building materials, circular construction strategies and end-of-life reuse in construction, supporting carbon neutral construction and green infrastructure.

- Direction of travel: design for electrification, prove performance with data, and target whole life carbon and embodied carbon reductions. Prioritise circular economy principles, sustainable architecture and sustainable design to achieve net zero carbon, optimise life cycle cost and accelerate construction sector sustainability.
