📦 New EU packaging rules start applying today – but not all at once.
From 12 August, the EU’s Packaging and Packaging Waste Regulation (PPWR) starts applying across the EU, bringing common rules to reduce packaging waste, boosting recycling and reuse, limiting harmful substances such as PFAS in food-contact packaging, and strengthening the Single Market for packaging.
What changes now?
🔹 Strict limits on PFAS (“forever chemicals”) in food-contact packaging apply.
🔹 Common definitions now apply across the EU, including for producers and other actors responsible for packaging under extended producer responsibility (EPR) schemes.
🔹 New packaging information and markings will help identify manufacturers and importers and make it easier to know who is responsible for packaging placed on the EU market.
What does not change today?
⏳ Most main provisions of the new PPWR will only kick in progressively and after 2028, with key provisions on recyclability, recycled content in plastic packaging, sustainable packaging and reuse applying from 2030.
🔴 The Commission recognises concerns about some implementation requirements, for example the requirement for producers selling across EU borders to appoint an authorised representative for their extended producer responsibility (EPR) scheme. We proposed removing this requirement. This proposal is currently being considered by the European Parliament and Member States.
🇪🇺 The Commission will continue working with Member States and stakeholders to support practical implementation. To support businesses, the Commission published guidelines on the implementation of the PPWR as well as Frequently Asked Questions. The latter was updated recently to reflect any new queries received.
