Detailed planning approvals for construction projects increased by 52% from the previous year, with housing project starts rising by 15%. Infrastructure construction grew 74% over the last quarter, and health-related projects surged by 87%, reflecting expanding investment in green infrastructure and sustainable building design. Offices and retail buildings saw steep declines of over 50% in new starts, suggesting a shift away from traditional development towards low carbon building and green construction priorities.

Cleantech innovation is rapidly shaping the sector’s environmental impact. Developments such as adaptive building insulation and new methods of producing graphite from captured carbon are reducing operational carbon as well as embodied carbon and embodied carbon in materials. These advances support the adoption of net zero carbon buildings and net zero whole life carbon targets, driving eco-design for buildings and low carbon design across the industry.

Water-intensive building processes have kept water management in focus, with Ofwat channelling £42 million into innovative water treatment pilot projects. This funding reinforces sustainable construction and resource efficiency in construction, critical for sustainable urban development and achieving improved building lifecycle performance. Better water quality and resource management are increasingly integrated into responsible sustainable building practices.

Responsible sourcing and sustainable material specification are under scrutiny as the industry pursues decarbonising the built environment. Critical minerals remain essential for the sector, with recycling efforts advancing the circular economy in construction; yet, experts say circular economy strategies and end-of-life reuse in construction cannot alone meet soaring demand. A more robust approach to whole life carbon assessment and lifecycle assessment is required, with an emphasis on circular construction strategies and low embodied carbon materials.

The financial sector’s role in promoting carbon footprint reduction in construction is also under the microscope. UK banks’ £119 billion in fossil fuel financing raises questions about the effectiveness of sustainable finance rules, with clear effects on funding for sustainable design and life cycle cost management. Investment decisions in this context directly impact the move toward net zero carbon projects, low carbon construction materials, and environmental product declarations (EPDs).
