The strongest sustainability signals for construction now sit in regulation, material flows and energy infrastructure rather than individual showcase projects. The Environment Agency’s consultation on end-of-waste criteria for aggregate from inert waste could accelerate the circular economy in construction by giving recycled aggregate clearer market status, supporting sustainable material specification, resource efficiency in construction and end-of-life reuse in construction. Wider use of low embodied carbon materials would cut quarrying demand, reduce landfill and lower the embodied carbon and carbon footprint of construction, strengthening whole life carbon assessment and lifecycle assessment across major projects.

Industrial decarbonisation is becoming more material to sustainable construction as the Global CCS Institute reports 113 commercial carbon capture projects in operation worldwide. Cement, steel and other high-emission inputs remain central to embodied carbon in materials, making carbon capture relevant to low carbon construction materials, green building materials and credible carbon footprint reduction. It will not replace circular construction strategies or low-impact construction, but it is increasingly part of the route towards net zero carbon, net zero whole life carbon and carbon neutral construction.

Operational performance is being reshaped by energy infrastructure. Britain’s planned £200bn grid upgrade programme and Sumitomo’s £350m HVDC subsea cable factory at Port of Nigg underline a central requirement for net zero carbon buildings: clean power must be available at scale. Energy-efficient buildings, electrified sites, heat pumps, green infrastructure and low carbon building systems depend on networks that can support demand. Without this, sustainable building design, eco-design for buildings and sustainable architecture risk underperforming in practice, weakening building lifecycle performance and life cycle cost outcomes.

Heat networks now need to address cooling as well as heating. Hotter summers are changing the environmental impact of construction and the performance expectations for sustainable urban development. District systems that ignore cooling risk locking in future energy demand, undermining environmental sustainability in construction and the delivery of eco-friendly construction. For clients pursuing BREEAM, BREEAM v7, environmental product declarations (EPDs) and robust sustainable building practices, the priority is clear: low carbon design must combine whole life carbon, circular economy principles, renewable building materials where viable, resilient infrastructure and evidence-led sustainable design.
