Welcome to the self-pace course to develop the inventories of Hexabromocyclododecane (HBCD) listed under the Stockholm Convention. This course will provide some useful information to understand why it is important to develop an HBCS inventory, and how to do so. The content of this course is provided by UNEP with support from Basel Convention Coordinating Centre-Stockholm Convention Regional Centre in Latin America and the Caribbean Region (BCRC-SCRC-LATU), and the e-course is developed by Stockholm Convention Regional Centre for Capacity-building and the Transfer of Technology in Asia and the Pacific (SCRC China).
The sustainable construction agenda is shifting from ambition to delivery as power policy, climate risk and material accountability reshape the built environment. In the UK, calls for a 2035 electrification target are intensifying scrutiny of heat pumps, solar, batteries and the infrastructure needed to move buildings away from fossil fuels. The Future Homes Standard is pushing sustainable building design beyond compliance, with energy-efficient buildings, low carbon design and net zero carbon buildings becoming central to housing delivery, roofing, flooring and building services.
Whole life carbon is now the critical measure for environmental sustainability in construction. Developers, designers and contractors are under growing pressure to use whole life carbon assessment, lifecycle assessment and life cycle cost analysis to prove building lifecycle performance, not just operational efficiency. Embodied carbon, embodied carbon in materials and the carbon footprint of construction are moving up the procurement agenda, increasing demand for low embodied carbon materials, low carbon construction materials, renewable building materials, green building products and robust environmental product declarations (EPDs).
The global energy outlook strengthens the case for low carbon building and net zero carbon strategies. Forecasts of a 4,800GW rise in renewable capacity by 2035 indicate that cleaner electricity will increasingly support eco-design for buildings, sustainable architecture and carbon footprint reduction. China’s clean-tech exports are reshaping supply chains and costs, while its emissions profile reinforces the need for credible plans to retire fossil fuels rather than rely on electrification alone.
Climate adaptation is becoming a core test of sustainable building practices. The £5m flood defence scheme at Severn Stoke reflects rising demand for green infrastructure and resilient sustainable urban development as flooding, heat and drought become more severe. Research warning that climate impacts could weaken societies’ ability to decarbonise highlights the industry’s dual challenge: decarbonising the built environment while designing assets capable of withstanding climate disruption.
Materials policy is set to become a decisive battleground. Scotland’s review of waste laws points towards stronger circular economy in construction, greater resource efficiency in construction and more rigorous end-of-life reuse in construction. Circular construction strategies, sustainable material specification and life cycle thinking in construction are becoming essential to net zero whole life carbon outcomes. Standards such as BREEAM and BREEAM v7 are likely to gain importance as clients seek clearer evidence of green construction, eco-friendly construction, low-impact construction and carbon neutral construction. Sustainable construction is no longer judged by declarations of sustainability, but by verified performance across energy, materials, resilience and the full environmental impact of construction.
